Details of the PGP Program

PGP allows Canadian PR holders to sponsor their parents or grandparents for a Canadian PR. The Parents and Grandparents program is part of IRCC family reunification initiatives, vital to the IRCC mission. Once they reach Canada, Parents and grandparents will receive a PR.

 

A crucial step that the sponsor must take is signing an undertaking that they will support their parents and grandparents while they are staying in Canada for the upcoming 20 years. Sponsors who are applying for Quebec will need to sign an undertaking for ten years.

 

PGP invites applicants on a lottery basis and allows them to apply for an intake once a year.

Eligible candidates for the next PGP round

IRCC announced that, starting May 21st, 2024, it will issue invites to candidates who submitted their PGP application in 2020. Applicants who submitted their applications in 2020 will receive their ITAs in the next round. Under this program, applicants will receive invitations via random lottery. These ITAs will be delivered to the Sponsor via email. Sponsors can check their email from May 21st, 2024, as the invitations will be delivered roughly within two weeks.

 

Procedure for receiving PR from the PGP Program

To receive a Canada Permanent residency through the PGP program, the applicant must follow the following:

 

  • Eligibility criteria to meet all the requirements of sponsoring, to live in Canada, sign an Undertaking, meet minimum necessary income levels
  • To be eligible for the Parents and Grandparents program, applicants must fill out an interest to sponsor form on IRCC’s website. They must also not receive an ITA in 2021, 2022, or 2023.
  • After the PGP lottery reopens, go through mail that is provided on the interest to sponsor form of an invitation on the day of reopening and for the next two weeks after the lottery restarts.
  • After an ITA has been received, the Sponsor must submit their application via the Permanent Residence Portal or the Representative Residency program.
  • After an IRCC receives the application, it aims to complete it within 112 days. From 2022-2023, the department processed 67% of applications to this standard.

 

The alternative of the PGP Program

The PGP Program has an alternative pathway, such as the Super Visa program. This visa also allows the citizens of Canada and PR holders to sponsor their parents and grandparents to visit Canada on an extended Visitor visa.

 

Candidates who receive approval through this Super-visa can stay in Canada on an extended visa for five years and extend their stay for two years later. Candidates can also renew their Super Visa once it expires.

 

Although the program happens once a year, the Super Visa program is available yearly with sponsors who can apply year-round. Super Visa applications share the same standard as PGP, and IRCC aims to complete all the applications within 112 days of receipt.

Eight categories to Study in Canada without a study permit:

If a Foreign national falls within any of these eight categories, then they can study in Canada without a study permit:

 

  • Students enrolled in short-time study program:

Foreign students who want to study in Canada for post-secondary education for six months or for a shorter period of time don’t need a study permit. 

 

  • Members of  foreign representatives:

Individuals or members who are a part of GAC (Global Affairs Canada) as foreign representatives do not need a study visa in Canada.

 

  • Members of foreign armed forces of a country under the Visiting Forces Act:

Canadian foreign armed forces member does not need a study permit in Canada. This applies to individuals designated civilian personnel appointed in the military for armed forces or under Canada’s Visiting Force Act (VFA). 

 

  • Registered country citizens in Canada: 

Immigrants in Canada with citizenship from another country can study in Canada without a study permit. 

 

A registered status and citizenship are not similar; being a registered citizen of Canada means having a status as an indigenous person in Canada.

 

  • Minor children in Canada:

Here are the following scenarios through which minor children can pursue or doesn’t need a study permit in Canada:

 

  • If the child is a refugee or refugee claim
  • Parents of minor children are refugees or refugee claimants
  • Minor child parents are a Canadian Citizenship
  • If the child is in school.

Temporary Residents and asylum seekers taking French language and culture courses:           

Asylum seekers or Temporary resident in Canada does not require a study permit to learn French and other cultural integration courses in Quebec.

 

Workers who are allowed to study without a study visa:

 

International workers who are in Canada are allowed to study in Canada without a permit if:

 

  • A valid work permit that was granted on or before June 7, 2023
  • Have a letter that is granted on or before June 7, 2023, which will authorize them to work

 

Advantages of appealing for a study permit and acquiring a study permit:

Foreign nationals have opportunities to be educated in Canada does not need to apply for study visa, if:

 

Minor Children in Canada:

As per IRCC, minor children in Canada with valid study permits have many opportunities to opt for:

 

  • Secondary school co-op work permits
  • Get the opportunity to be a part of Social Services in territories
  • Can change between education levels without changing permits or applying for a new one.

 

Point to note: A minor child who wants to go on be educated in Canada must apply for a study permit after they are18-19 years old, depending on the place they decide.

 

Working student study permit benefits:

This benefit is only for enrolled full-time students with a permit at DLI. According to the license conditions, these students may work in campus.

Applicants who do not have a study visa cannot work during their Canadian study program and must register for a Canada work visa.
