In the last twenty years, there has been a significant increase in the number of applicants for Australia PR. In the year 2015 – 16 almost 50% of Australia PRs were offered to immigrants who were already residing in the nation on some provisional visa. This implies that provisional visas are increasingly becoming the first step for obtaining the Australia PR, elaborated the discussion paper.
In favor of national interest, it is good to provide a pathway to Australia PR for the brightest and best overseas skilled workers and students, argues the paper. It also recommends that certain permanent visas must have the stage of provisional visa.
On the other hand, the majority of the categories of permanent visas do not require the immigrants to reside in Australia for some time prior to approval of their PR. This is not in harmony with several like-minded nations such as the UK, the US, and the Netherlands, elaborates the discussion paper.
The discussion paper further aims to revamp and update the Australian visa system which it says is ‘archaic’ and ‘unsuitable for the future’.
