Go for Canada PGP immigration from October 13, 2020

Canada will allow Canadian citizens or PRs to apply to sponsor their parents or grandparents to immigrate to Canada. This process under the PGP will start on October 13, 2020. The ceiling for applications under PGP is set at 10,000.

The process involves the willing applicant first submit a filled interest to sponsor with the IRCC, who will then choose potential sponsors randomly and send ITAs to them. These sponsors will have the chance to apply forCanada immigration under PGP within 60 days of receiving the ITA. If all criteria are met, the application will be accepted and processed leading to immigration as intended.

The interest to sponsor forms will be accepted from 12:00 pm EDT on October 13, 2020, to 12:00 pm EST on November 3, 2020.  Before applying for sponsorship, it’s necessary to understand the eligibility criteria for PGP at the sponsor and sponsored ends.

Who are eligible sponsors?

To be an eligible sponsor, he/she should meet the following criteria:

  1. The sponsor should be a Canada PR, citizen, or registered First nations national
  2. The sponsor must be living in Canada and must be 18 years or above in age
  3. The sponsor must have enough money to support the migrating family members he/she has sponsored for 20 years from the date of their becoming PRs (As for Quebec this will be 10 years along with his/her income assessed)

An important factor considered in the process is the income of the sponsor. This is a crucial factor as it should be made sure that the sponsored family members will be taken care of by the sponsor. The following is a summary of the income requirements for sponsors according to the number of members sponsored.

Sponsors who live outside Quebec and has received ITA will have to provide Notices of Assessment issued by the CRA. This should for each of the 3 years of taxation immediately preceding the date of their application.

An interested sponsor is responsible financially for persons including:

  • The sponsor himself/herself
  • The sponsor’s common-law partner or spouse
  • Dependent children of the sponsor’s partner or spouse
  • The sponsor’s parents and grandparents sponsored by him/her
  • Any dependent children not coming to Canada with their parents or grandparents
  • The dependent children of the sponsor
  • The sponsor’s parent or grandparents’ separated spouse
  • Any other person the sponsor may have sponsored before, whose financial responsibility is still on the interested sponsor
  • The spouse or partner of the sponsor’s parent or grandparent, even if they won’t come to Canada

Sponsors living in Quebec

Unlike sponsors in other parts of Canada, potential sponsors of Quebec (and co-signer if necessary) must show that they have had enough financial resources with them in the last 12 months making them able to support their family.

The sponsors living in Quebec willing to sponsor a parent or grandparent will get their income assessed by the province’s Immigration Ministry, based on the province’s income requirements.

A signed undertaking is required of the interested sponsors by the Government of Quebec and IRCC. The undertaking sets out the duration of financial responsibility the sponsor has for the family members that are sponsored. This duration is calculated from the time they become PRs of Canada.

The PGP sponsorship has a duration of 10 years for residents of Quebec and 20 years for residents of any other Canadian province.
