New Study Permit Cap in Canada

Recent changes have been announced to the Canada study permit caps for international students in 2024. On January 22, Canada's immigration minister, Marc Miller, declared a national study permit cap as a response to the rapid surge of international students in Canada.

 

Miller stated that the territorial and provincial allocations for 2024 have been settled. He also announced the Net Zero First Year Growth Model, which aims to stabilize the number of foreign students in Canada.

Net Zero Growth Model in Canada

Canada is planning to welcome around 485,000 new foreign students, as anticipated by the number of study permits expiring in 2024. Recent reports have shown that around 20% of students apply to extend their study permits each year, which excludes 97,000 study permits expiring annually.

 

The revised target, excluding extended study permit applications, is set at 364,000 study permits to be approved. The approval rate for study permit applications is around 60% as revealed by IRCC data. Therefore target of 364,000 study permits to be approved leads to a cap of 606,000 in 2024.

 

Changes announced under the new study permit cap

The new study permit cap excludes international students enrolled in programs like master's or doctoral degree programs. Certain student groups, including primary and secondary school students, are also exempt from the cap.

 

Around 393,000 study permit applications are to be allocated, with the target of 236,000 being approved in 2024. The revised number of study permits allocated was distributed allocated among Canadian territories and provinces on the basis of population.

Allocation adjustment across Canadian provinces

Allocations were adjusted to cap expansion to 10% for provinces expecting growth compared to figures reported in 2023. On the other hand, provinces anticipating a decrease in student intake are aiming to ease negative impacts.

 

Canadian provinces with an approval rate of less than 60% were topped up to ensure they reach the targeted number of approved study permits in 2024. Under the national cap of study permit applications, around 552,000 applications were allocated to territories and provinces, which are to yield around 292,000 approved study permits, as stated by IRCC.
