Highlights: Canada PGP visa numbers set to exceed its target in Immigration Levels Plan 2022-2024

  • There could be more than the planned number of Canada immigrants on a Canada PGP visa as targeted in Immigration Levels Plan 2022-2024.
  • As against the planned number of 25,000 parents and grandparents expected, there could be 29,091 of them in 2022.
  • In the first seven months of 2022, there have been 16,970 new immigrants in Canada through PGP.
  • In 2023, this growth in the number of PGP immigrants is expected to happen at a significant rate.

The Parents and Grandparents Program (PGP) is the one immigration program that allows any Canada permanent resident or Canadian citizen to bring their parents and grandparents to Canada and help them settle there. Now, the program is on its way to creating a new record in the number of immigrants it will bring to Canada in 2022 and henceforth.

The current data on Canada PGP

In the Immigration Levels Plan 2022-2024, the target set for immigrants under the PGP is 25,000. However, in the first seven months of 2022, 16,970 immigrants arrived in Canada under the PGP. This is in fact appearing to be a trend that has led to a projection that in 2022, Canada will have 29,091 new permanent residents arriving under the PGP.

The best part of it is that the projected number of immigrants is higher than the targeted number in 2022 and even 2023!

Here’s the data on the number of immigrants who arrived in Canada in the first 6 months of 2022.

Month No. of immigrants
January 1,300
February 1,680
March 2,270
April 2,043
May 2,753
June 3,420
July 2,910

Previously, 2021 was a record-breaking year for immigration under the PGP. Out of the total immigrants of 4,06,025 who arrived that year, 11,740 came under the PGP. The forecasted number of immigrants under PGP for 2022 will be over two times the number of PGP immigrants in 2021.

Even the total number of PGP immigrants in 2019, which was 22,010, is lesser than the projected number of the same in 2022.

The PGP program has been given great importance by the Canadian government which is committed to helping Canada PR visa holders and citizens to realize family reunions. Going by the overall trend of Canada immigration, it seems there will be 471,394 new immigrants arriving in the country by the end of 2022. This will enable even more immigrants to bring their parents and grandparents through sponsorship to Canada through PGP in the years to come.

How does PGP sponsorship work?

As the first step, permanent residents and citizens in Canada should submit an Interest to Sponsor form prior to getting placed in a pool of applications. The IRCC will conduct a lottery through which PGP applications will be approved.

IRCC then issues ITAs (Invitations to Apply) to which sponsors as well as parents have to respond within 60 days by submitting a full application.

The requirements for eligibility for sponsors are the following:

  • They must be aged at least 18.
  • They must be living in Canada.
  • The sponsor has to be a permanent resident in Canada, a Canadian citizen, or an individual who’s registered under the Canadian Indian Act as an Indian.
  • They must have a sufficient amount of money to support the sponsored people. They must meet the requirements of a minimum income for the previous three years. If the candidates are including a co-signer in the application they submitted, their combined income must meet the above condition.
  • They must be ready to support the parent or grandparent financially for a period of 20 years counted from the date the sponsored people are granted approval for Canada PR.
  • They must complete reimbursement to the Canadian government for any social assistance paid out to the sponsored parent or grandparent while they stay with them in Canada.

Currently, the time taken to process applications for PGP is three years. This is owing to the backlog of applications that IRCC is doing away with.
