Employers do not need to provide any proof of recruitment efforts to hire temporary workers. But still, Quebec encourages the employers to first give preference to Canadian citizens or permanent residents.

A transition plan is required for LMIA applications. Under the facilitated process of Quebec, there is no requirement of any transition plan for the first application. For the second request and further, there is a requirement of a transition plan.
