3 pilots, great solution: Quebec's new pilot programs announced

It was official as Quebec announced the opening of the Parliament Immigration Pilot for Orderlies. This happened on March 31, 2021.

This pilot program will run for up to 5 years. Annually 550 principal Canada immigration applicants who are employed as orderlies will get selected under this pilot. The pilot aims at solving the serious issue of the shortage of healthcare workers.

Applications to the pilot will be accepted from March 31, 2021, to October 31, 2021. This pilot program is the second permanent immigration pilot launched by the province in March 2021. The first one was opened on March 24, 2021, meant for food processing workers.

There is a third pilot program is slated to open for workers in the IT, visual effects, and AI sectors. This will open on April 22, 2021.

Annually, 1,650 principal applicants and their family members will be issued CSQs via the 3 pilots. The applicants must be employed in the eligible sectors to be selected.

The permanent immigration pilots were announced in 2020 to lessen the skill shortages that could critically affect the post-COVID recovery of the economy.

This pilot features 2 streams:

The Work Stream

Eligible candidates will be those who:

  • Have a diploma related to the field of orderly obtained from a 1-year, full-time study program that aligns with a Quebec diploma of vocational studies. or
  • Have a minimum of 24 months of work experience as an orderly in the 3 years counting back from the date of application, or
  • Have worked for a minimum of 12 months in a health-related profession about basic personal care outside the province of Quebec, and
  • Have a minimum of 12 months experience as an orderly in Quebec in the 3 years counting back from the application date

The Work-Study Stream

Eligible candidates will be those who:

  • Is a graduate with a diploma of vocational studies from Quebec that led to the job of an orderly in the 2 years counting back from the date of application
  • Have a minimum of 12 months of experience as an orderly in Quebec gained during the 2 years counting back from the date of application and after the completion of vocational studies

More about Permanent Immigration Pilot Program for Food Processing Workers

Eligible candidates will be those who:

  • have a diploma from high school or professional studies diploma from a Quebec study program
  • have held a full-time job considered eligible for a minimum of 24 months in a sector considered eligible in Quebec in the 3 years counting back from the application date
  • demonstrate a level 7 knowledge of oral French

Eligible occupations include:

  • NOC 9462 - Meat-cutter, poultry-preparer, industrial-butcher, and associated workers
  • NOC 9618 - Laborers in fish & seafood processing
  • NOC 9617 - Laborers in food & beverage processing
  • NOC 6732 - Specialized cleaner
  • NOC 8431 - Agricultural worker (for the job titled “chicken picker”)
  • NOC 9461 - Machine & industrial process operator in food & beverage processing
  • NOC 9463 - Worker in fish & seafood processing plants
