Australian Regional Visa holders will be eligible for Medicare

The Dept. of Health in Australia has declared that the new Regional Visa holders will be “treated as eligible” for the purposes of the Health Insurance Act.

This means that Subclass 491 and Subclass 494 visa holders will be able to apply for Medicare. They will be covered under Medicare for their entire stay period.

The Subclass 491 Visa replaces the Subclass 489 Visa. Subclass 489 Visa holders did not have access to Medicare. They had to pay for their medical treatment in Australia.

However, Subclass 491 Visa holders will be to go to the hospital or visit the doctor and have all or some of the expenses covered under Medicare.

The current Subclass 482 Visa requires visa holders to purchase health insurance to cover the entire duration of the visa. They need to purchase health insurance for their families too if they accompany the primary applicant to Australia. Only if you belong to a country that has reciprocal health arrangements with Australia, you may access the Medicare card.

However, under the Subclass 494 Visa (Regional Employer Sponsored), all visa holders regardless of their home country, will be eligible for Medicare. This could help Regional Visa holders save thousands of dollars in medical fees and health insurance.

Australia will add Perth and the Gold Coast to its list of regional areas.  Regional Visa holders would hence be able to move to these areas as well. 

David Coleman, Immigration Minister, said that these two places were included as 70% of the total population growth of Australia happens in Melbourne, Sydney and Brisbane. 

Mr Coleman also said that Australia would need an extra 2,000 skilled foreign workers to settle in the regional areas.  

He insisted that the annual immigration intake will remain unchanged at 160,000. However, the regional visa places will be increased from 23,000 to 25,000. Those who agree to live in regional areas for up to three years will also receive priority processing. 

The new Regional Visas of Australia will also have a provision for Permanent Residency. 

Mr Coleman said that there was a 124% increase in the number of Regional Visas granted in the first quarter of 2019. 

Anthony Albanese, Labor leader, said that the regional visa scheme would not succeed unless immigrants are given proper support. It is important to match immigrants to the areas with the most job opportunities. The Govt. also needs to make sure that there are enough settlement processes available. 

Universities in Australia also pushed to include Perth and Gold Coast in the list of regional areas. This will help attract more international students to these areas. 

Alfred Slogrove, CEO of Study Gold Coast, said that he was extremely happy and welcomed the move with open arms. The move will boost the confidence of Australian Universities to invest more in new programs, new research and new facilities.

Australia said on Saturday that it would increase the visa places for migrants willing to move to the regional areas. The country is encouraging more migrants to move to the regions in a bid to decongest the major cities. Population in the major cities of Australia is growing at twice the rate as compared to elsewhere. 

As per a statement issued by PM Scott Morrison’s office, Australia will increase its regional migration intake from 23,000 to 25,000 per year. However, that does not mean that Australia will increase its total migration intake. 

As of July 1st, the Morrison Govt. has cut down the yearly immigration intake to 160,000 from 190,000. The 25,000 visa places for regional migration will be part of the annual migration intake. 

As per OECD (Organization for Economic Co-operation and Development), one-third of all Australian population was born overseas. 

Australia is a highly urbanized country. It has one of the highest population growth rates in the OECD. Two-third of all Australia’s population live in the capital cities of states and territories. This is as per the 2016 Census data issued by the Australian Govt. 

The population rate in major cities increased at twice the rate as compared to outside the cities between 2017 and 2018. 79% of the total population growth of Australia was attributed to capital city growth. 

Prime Minister Scott Morrison said that Australia is trying to back its regional areas to grow. The Govt. is trying to ease the pressure off the major cities. Supporting the regional areas will create an even stronger economy for Australia. 

Immigrants who are willing to move to the regional areas can avail priority processing. International graduates from regional Universities will get more time on their Post-Study Work Visas.

How to get the Student Visa of Australia?

To study in Australia, you need to get a Student Visa.  

To get an Australian Student Visa, you need to prove to the Dept. of Home Affairs that you meet the following: 

  • GTE (Genuine Temporary Entrant) requirement 
  • English skills requirement 
  • Financial provision 
  • Health and character requirement 

What is a GTE (Genuine Temporary Entrant)? 

Australia introduced the GTE (Genuine Temporary Entrant) requirement in November 2011. The applicant should be able to show a genuine intent of temporarily staying in Australia for studies. 

To determine whether or not you meet the GTE requirement, the Dept. of Home Affairs considers the following: 

  • Circumstances in your home country 
  • Value of the course that you have chosen for your future 
  • Potential circumstances for you in Australia 
  • Your immigration history 

Some applicants may also need to attend a visa interview at the nearest Embassy or Consulate. 

Completing the Student Visa application 

International students need to apply for the Subclass 500 (Student Visa) online. 

You need to have an offer letter or a Confirmation of Enrolment (COE) before you can apply for a Student Visa. The offer letter should confirm that you have been accepted into a course that is registered under CRICOS (Commonwealth Register of Institution of Courses). 

The COE is given in the form of an on-line code. You will need to enter this code on your Student Visa application. 

What are the Student Visa requirements? 

Student Visa requirements are as follows: 

Financial requirements 

You should be able to show proof that you have sufficient funds to meet your tuition, living and travel costs in Australia.  

From 24th October, the living expenses that you need to show is AUD 21,041 per year. You will need to show extra if your spouse and dependent children accompany you to Australia. 

You may also show proof that your parents or spouse will support your education. Their income should be at least AUD 62,222 for a single applicant. 

English proficiency requirement 

International students who are not from an English-speaking country need to prove their English proficient. The score required will depend on the type of course that you have applied for. Acceptable English language tests are: 

  • IELTS  
  • PTE  
  • TOEFL iBT  
  • CAE (Cambridge Advanced English) 

Health requirements 

You will be asked to take a medical test to prove that you are in good health.  

Except for Norway and Belgium, students from all other countries need to purchase Overseas Student Health Cover. 

Character requirement 

You have to undergo a criminal record check to prove that you are of sound character. You will also need to submit a Police Clearance Certificate. You may also be asked to complete a Character Statutory Declaration Form. 

Documents needed 

For a Student Visa, you need to submit documents as given in the document checklist issued by the Dept. of Home Affairs. 

Typically, you need to submit the following documents: 

  • Student Visa application form (Form 157A) 
  • Visa application fee which is approximately AUD 620 
  • Copy of your passport (Some international students may be asked to submit their original passport) 
  • Offer letter or Certificate of Enrolment 
  • Proof of funds 
  • Proof of health insurance cover 
  • English proficiency test results 
  • Police Clearance Certificate 
  • Photographs, as specified 

You have to create an online account and apply for a Student Visa through the ImmiAccount application system. 

The processing time for a Student Visa is roughly 4 weeks.

With effect from 24th October, Australia has increased the costs involved in a Student Visa. 

Student Visa applicants will now need to show that they have access to a higher level of income or funds to cover their living expenses in Australia. 

The increased costs are as follows: 

Living Costs 

For one year (12 month period), an applicant must show the following funds: 

  • Main applicant: $21,041 
  • Spouse/Partner: $7,362 
  • Each dependent child: $3,152 
  • Schooling costs for dependent children: $8,296 

Income requirement 

In place of showing funds, you may also show the income of your parents or spouse. You will need to provide proof of their taxable income for at least one year before applying. 

The minimum income requirement is: 

  • Single applicant: $62,222 
  • Applicants with dependents: $72,592 

What can you give as evidence of financial means? 

Australia accepts the following as evidence of financial means: 

  • Money deposited with a recognized financial institution 
  • A loan taken from a financial institution 
  • Govt. loans 
  • Financial support or scholarship 

For proof of income, you must submit official Govt. documents of personal income, that is, tax notices. You need to provide the same for all 12 months before applying for a Student Visa of Australia.

Regional visa changes make more migrants move to South Australia

With an increased focus on Regional Visas, more migrants are now moving to South Australia than NSW and Victoria.

Ishtiaq Ahmed, a Pakistani immigrant, had Adelaide on top of his list when he moved to Australia with his family. He says that Adelaide is one of the best places in Australia in terms of education, commute times and natural beauty. The locals are very friendly and welcoming and the weather is pleasant.

Mr Ahmed moved to Adelaide in 2017 on a Subclass 190 Visa. He soon found work in the mechanical engineering sector in the city.

As the Australian Govt. plans to move migrants from cities like Sydney and Melbourne, more and more migrants are looking to move to South Australia.

Regional Visa surge

As per data released by the Dept. of Home Affairs, there has been an increase in the number of Regional Visas being granted to immigrants moving to South Australia.

Between July and September 2019, 1,682 Regional Visas were granted to immigrants moving to South Australia. This was a 172% increase in the number of visas granted during the same period in 2018.

There was a 65% increase in the number of Regional Visas granted in Victoria between July and September as compared to 2018. NSW showed a 78% increase as compared to the same period last year.

Queensland was the only state that outdid South Australia in terms of growth. There was a massive increase of 233% in the number of Regional Visas granted in the state.

Countrywide, the number of Regional Visas granted increased by 124% to 6,350. The increase underlines the Australian Govt.’s push to encourage more migrants to move to regional areas.

Adelaide has a total population of around 1.3 million. Yet, the entire state of South Australia including Adelaide is considered a “regional area”.

Australia has allocated 23,000 visa spots for Regional Visas every year. The new Regional Visas Subclass 491 and Subclass 494 will replace the Subclass 489 and Subclass 187 Visas respectively.

Pearson opens new centres in Australia to support regional push

Pearson, the English-language test provider has opened 5 new centres in Australia. It says the move will help support Australia’s push to increase the number of international students and foreign workers in regional Australia. 

With the addition of the new 5 centres, the number of PTE (Pearson Test of English) centres has increased to 31. The new centres are located in: 

  1. Hobart (Tasmania) 
  2. Cairns (Queensland) 
  3. Geelong (Victoria) 
  4. Canberra (ACT) 
  5. Darwin (Northern Territory) 

Sasha Hampson is the head of the PTE Academic (Asia Pacific). According to her, the locations were chosen as per the growing response of foreign students who needed access to English testing. PTE aims to support the Australian Govt. who are currently focusing on moving more immigrants to regional areas. 

Ms Hampson said that the growing demand is due to the increasing number of skilled foreign workers. It is also due to the Destination Australia program launched by the Govt. in March this year. 

Ms Hampson further added that “Destination Australia” is a great way to encourage more workers and students to move to the regional areas. Regional Australia has some of the most beautiful parts of Australia. Not only do the migrants get to live in a beautiful area but also enjoy a high-quality learning experience. 

Pearson had opened two new PTE centres in 2018. It plans to open more centres in places like Townsville (Queensland) and Newcastle (NSW). 

Ms Hampson also says that the growing popularity of the PTE can also be attributed to its focus on providing exams driven by artificial intelligence instead of manual invigilation. The feedback from students is that pen and paper examinations held in large halls with hundreds of students is no longer convenient. The demand for such examinations is on the decline while the popularity of PTE is booming. 

In 2019, PTE would have completed ten years of being in operation.

Thousands of migrants apply for Australian citizenship every year. Sukhpal Kaur, an Indian immigrant living in Perth was no different. However, she managed to get her Australian citizenship in just 55 days. Here’s how. 

You need to pass a citizenship test to obtain Australian citizenship. The test evaluates your knowledge about Australia and its citizenship. It also assesses your English language skills. 

The citizenship test of Australia is a multiple-choice test. There are 20 questions in the test which tests an applicant’s knowledge of Australia and its people. It also tests an applicant’s knowledge of Australia’s system of governance and the duties and rights of Australian citizens. 

Sukhpal Kaur was elated that she passed the citizenship test with 100% marks. She says that a random tip proved to be quite useful to speed up her citizenship process. 

The easiest way to speed up your Australian citizenship is to keep checking for earlier available spots for the citizenship test. Frequently checking the website will help you see if there is a cancellation and if an earlier spot is available. 

Ms Kaur says that as per her previous booking, her citizenship test was supposed to happen on 12th November this year. However, following the tip, she would frequently check the website for an earlier date. 

One day while checking, she saw a cancellation and was able to book her citizenship test for the very next day. Her citizenship application was, thus, approved in just 55 days, as per SBS News. 

Ms Kaur says that she is waiting for her fast track citizenship ceremony that will happen on 26th October. The entire citizenship process for Ms Kaur took just about 5 months from the day she first applied.

Alan Tudge, Population Minister, had recently announced a new population plan for Australia. The new plan aims to encourage new immigrants to move to regional areas instead of the already crowded cities. 

The plan also seeks to introduce some incentives including Regional Visas. This will help regional areas grow with the help of migration. 

Increasing immigration to rural areas no doubt will boost the Australian economy by revitalizing the communities and their population. 

Here is how Australia can make migration work for its regional areas: 

  1. Each local Govt. area, through community consultation, develop a strategic vision of how they want the region to look in the next 5, 10 or 20 years. This will give the Govt. a clear idea of how many people are needed in the region and whether the existing facilities can support that number. 
  2. The Govt. should recognize the role of the local community. It should ensure that the local community should be informed about the new arrivals. They should also be allowed to ask questions or voice their concerns. The local community should also be encouraged to plan opportunities to welcome the new immigrants into their schools, clubs and events. 
  3. The Govt. should understand that new immigrants will need support to settle in the country. It is important to instil in them a sense of belonging. Australians are known to be friendly and outgoing, especially the ones from rural areas. This can make a significant contribution to making the regional migration plan a success. 
  4. For regional migration to sustain, new immigrants must find job opportunities. Regional employers should be encouraged to include newcomers in their teams and provide them with the necessary tools and support to succeed. 
  5. Besides employment, housing availability is also key to the success of the regional migration plan. A regional area that has jobs but no housing will not be able to sustain immigration. The Govt. should incentivize residential development in regional Australia. 
  6. For regional migration to be successful, social and community cohesion is a critical factor. Only then can migration be sustained and become successful and benefit one and all. 
  7. Customs and culture should be celebrated. It is the diversity in Australia that makes it unique. Learning about other cultures, both for new immigrants and locals should be encouraged, as per Grenfell Record.
