Australia Skill Select update for September 2019

Australia Skilled Visa

Australia has announced the results of the Skill Select round for September  2019 and the results are nothing but surprising. Only 100 Subclass 189 invitations were sent out with minimum required score 85 of points. The cut-off score for “Accountants” was a staggering 95 points. 

A final lot of Subclass 489 invitations were also issued. 100 invitations were issued for the Subclass 489 Visa with a minimum score of 85 points. 

Invitations for the Subclass 489 Visa will no more be issued. The Subclass 491 Visa will replace the Subclass 489 Visa from November this year. 

Pro-rata occupations are those whose demand exceeds the available number of visa places. 

When allocating visa places, the priority is given to the Subclass 189 visa. If there are still visa places left, then these go to the Subclass 489 visa. In the case where there are no visa places left, then no invitations are issued under the Subclass 489 visa, as per SBS News.

Australia attracting migrants to regions to avoid “megacities”

Australia has announced an updated Population Plan which will help manage the country’s population growth better. The announcement was made by Alan Tudge, Minister for Population, Cities and Urban Infrastructure on Monday. 

He unveiled plans on preventing Sydney and Melbourne from becoming “megacities” due to excessive congestion. Sydney and Melbourne are the biggest cities in Australia. 

The Australian Govt. has already slashed the permanent migration intake from 190,000 to 160,000 per year.  

Mr Tudge further revealed that the Govt. would adopt measures to encourage migrants to move to smaller cities and regional areas. These decentralization measures will help bigger cities from getting overly congested. 

The new measures will also include better rail and infrastructure connectivity between the regional areas and major cities. The Govt. also plans to introduce incentives for migrants to move to the regional areas, as per Xinhua Net. 

Mr Tudge said that Australia plans to follow the footsteps of Canada. Canada has done a great job in distributing new immigrants to its regional areas by supporting population growth in these regions through migration. Canada has hence been able to increase the percentage of people who settle outside the major cities from 10% in the 1990s to 34% in 2017. 

Australia plans to take stronger measures on using the immigration policies to change the settlement patterns. If not, Australia could end up with two or three megacities in 30 to 40 years with little growth elsewhere.

What is Quebec’s Arrima Portal and how does it work?

Quebec has recently, on September 20, announced the details of the latest draw held on August 19 under Arrima 

444 foreign workers have been invited in the August 19 draw. These profiles were extracted from Arrima bank of profiles on August 15.  

Who were targeted in August 19 draw? 

Quebec’s latest August 19 draw targeted all that met the 3 requirements of –  

  • Candidates under Quebec Skilled Worker Program (QSWP) 
  • With an Expression of Interest (EOI) in Arrima  
  • Having had their previous applications cancelled as per the June 16, 2019 immigration reforms.  

Known as Bill 9, the June 16 reforms saw the official cancellation of around 16,000 unprocessed applications under QSWP.  

What is Arrima? 

Arrima is the Expression of Interest system launched in September 2018 for managing the Quebec Skilled Worker Program (QSWP) bank of candidates. 

Similar to the federal Express Entry system, Arrima is a dedicated online portal for submitting your Expression of Interest (EOI) for immigrating to Quebec under the Skilled Worker Program.  

How does Arrima work? 

Keep in mind that if you are thinking of migrating to Quebec under the Skilled Worker Program, you will have to go through Arrima. There is no way around that.  

An immigration application management system, Arrima is based on an EOI and includes the following steps –  

Step 1: Creation of an EOI form online at Arrima portal  

Remember to do this only from a tablet or a personal computer. Navigation from a cell phone is not supported by the application.  

This is free of charge. You will have to be 18+ years of age for being able to submit an EOI. The validity is 12 months. After a year, while you cannot extend or renew your application, you can always submit a new one.  

Do keep in mind that even after the submission of your EOI, you can view the same and make changes, if required.  

As such an EOI is not an application. It is simply a way of notifying or informing Quebec’s Immigration Ministry that you would like your profile to be taken into consideration for a Certificat de sélection du Québec (CSQ). This is also commonly known as a Quebec Selection Certificate.  

With a CSQ, you will be applying for Quebec PR.  

Step 2: Review by the Ministère 

All the profiles are reviewed. Invitations are issued in consideration of the current labour needs in various areas of Quebec.  

Now is the time when you will be expected to pay the associated fees. You will also have to submit a permanent selection application, also known as the official immigration application, at this stage.  

Step 3: Evaluation as per the selection grid 

At this stage, your profile – and that of your spouse, if applicable – will be assessed based on certain criteria that includes: 

  • Age. 
  • English and French knowledge. 
  • Work experience. 
  • Education. 
  • Financial self-sufficiency. You must be able to submit documentary proof that you can take care of the needs of your family and you for at least 3 months after you enter Quebec.  
  • Stay in Quebec. 
  • Relationship with a citizen of Canada, or a Quebec PR holder.  
  • Job offer that has been duly validated by the Ministère 
  • Other factors.

Queensland in Australia opens gates for regional migration

Skilled and semi-skilled foreign workers can now migrate to regional Queensland under 70 occupations. 

The Far North Queensland DAMA (Designated Area Migration Agreement) has become effective from 12th September 2019. The FNQ DAMA will run for the next 5 years. Through the Cairns Chamber of Commerce, employers can now sponsor foreign workers in areas like: 

  •  Cassowary Coast 
  • Mareeba 
  • Tablelands 
  • Douglas Shire 
  • Cairns 

200 visa places will be available in the first year to several occupations like cooks, childcare workers, mechanics and farm inspectors. 

Employers can sponsor foreign workers for the Subclass 482 (Temporary Skill Shortage) Visa under the FNQ DAMA. However, these employers should have an approved labour agreement with the Dept. of Home Affairs. 

Foreign workers cannot directly apply for a visa as the FNQ DAMA happens to be an employer-sponsored visa program. Employers have to be first approved by the Designated Area Representative (DAR). Only then can they submit a DAMA Labour Agreement request with the Dept. of Home Affairs. 

The DAMA provides greater access to foreign workers for employers than standard migration pathways. Individuals cannot directly apply for a visa under the DAMA. They must be: 

  • Sponsored by an employer from a designated area in Australia 
  • Sponsored in an occupation which is listed on the head agreement 

There are 7 DAMAs currently in effect in Australia. They are in places like: 

  • Northern Territory 
  • Adelaide City 
  • Great South Coast in Victoria 
  • Orana in New South Wales 
  • Regional South Australia 
  • The Goldfields in Western Australia 
  • Far North Queensland 

David Coleman, Immigration Minister, says that the FNQ DAMA provides a tailormade solution to skill shortage faced by businesses. He also said that there were 60,000 jobs that cannot be filled locally. 

Warren Entsch, Federal Leichhardt MP, says that the new DAMA will help several industries like agriculture, tourism, health, shipping and hospitality. It will also help drive economic growth in the regional areas, as quoted by SBS News. 

The FNQ DAMA will also provide special concession in work experience and English requirements to certain skilled workers just like the other DAMAs. Successful applicants may apply for an Australian PR Visa after completing 3 years of stay in regional Australia.

South Australia announces the new occupation list under DAMA

Australia has one of the largest temporary migrant workforces among the developed countries in the world. 

The OECD (Organisation for Economic Cooperation and Development) did a special study on temporary migration. The study highlighted a large number of temporary workers working in other countries like the US and Australia. 

The Australian Govt. has cut down the immigration intake to 160,000 per year for the next 4 years. The Govt. also aims to redistribute the migrant population among the regional areas of Australia.  

However, the OECD report noted that permanent migration is just one part of the total immigration movement. 

In 2017, Australia had issued almost 750,000 Work Permits for temporary immigrants. Only the US had issued more Work Permits than Australia. 

In comparison to the share in the local working population, Australia is home to the largest international student community in the world. The OECD report stated that international students account for more than 0.4% of the total working population. 

The only country which has a higher proportion of working holidaymakers than Australia is New Zealand. As per the OECD report, if the working holidaymakers worked for the entire duration of their stay in Australia, it would increase the total working population by 1.7%. 

Considering the restrictions on temporary migration, the temporary migrant sector In Australia accounts for 200,350 full-time jobs. This makes up almost 1.6% of the Australian workforce, as per The Sydney Morning Herald. 

Stefano Scarpetta is the Director of employment, labour and social affairs, OECD. He said that it is crucial that the Australian Govt. understands the costs and benefits of migration are spread unevenly across a community. 

Mr Scarpetta said that low-skilled immigrants are often concentrated in poor urban areas. This could be a hurdle in them integrating into local communities of Australia. He further said that it is important that the Govt. understands the impact of uneven distribution of migration. It is vital that the Govt. identify who are the winners and who are the losers. The losers should be compensated and policies should be made to minimize the negative impacts. 

The OECD report also found that migrants in Australia have the same job prospects as the local Australians. 

The unemployment rate of European migrants in Australia is at 4% which is down from 4.5% in 2013. The employment rate of European migrants in Australia is 77.9% while that of Australian workers is 74.9%. 

In the recent 5 years, the unemployment rate of all immigrants has fallen to 5.2%. In comparison, the unemployment rate of Australian workers is at 5.4%. 

However, certain immigrant communities are missing out on employment prospects. North African immigrants and those from the Middle East have an unemployment rate of 10.7%. Their employment rate also is just 50.9%. The unemployment rate of immigrants from sub-Sahara Africa has increased to 6.9% since 2013.

Australia expects a surge in Indian tourists for T20 World Cup

India is, at present, the fastestgrowing source market for Tourism Australia. For the past 5 consecutive years, the number of Indian tourists has grown in double digits. 

The ICC T20 Cricket World Cup is around the corner and Australia is gearing up to welcome spectators from all across the globe. Australia will host both the women and men T20 Cricket World Cup across 8 cities. 

The Women’s T20 Cricket Tournament is scheduled from 21st February to 8th March 2020. The Men’s T20 Cricket Tournament is scheduled from 18th October to 15th November 2020. The finals of both the World Cup’s will be held at the Melbourne Cricket Ground, the largest cricket stadium in the world. 

Previously, Australia had hosted the ICC Cricket World Cup in 2015. Almost 100,000 tourists from across the world  Australia to witness this World Cup. 

The finals of the upcoming Women’s T20 World Cup will be held on 8th March 2020, International Women’s Day”.  

Simon Birmingham, Tourism Minister, announced $5 million additional funding for Tourism Australia. The funding was meant to promote the T20 World Cups and increase the inflow of international tourists to Australia. It was also meant to increase the appeal of Australian tourism in India. 

Nishant Kashikar is the Country Manager for Tourism Australia for India and the Gulf. He says that India is now the 6th largest source market for Australia in terms of spend, as quoted by The Hindu. 

India is the fastest-growing source market of international tourists to Australia. Australia’s goal of having 300,000 Indian tourists by 2020 was met 3 years earlier by December 2017. 

Australia has always been a preferred destination for many high-value Indian tourists. There were 372,100 Indian tourists in Australia by June 2019 which is an 11% increase as compared to the previous year. 

Many initiatives are underway to handle the expected surge in Indian tourists to Australia in 2020. Indian travellers can apply for a visa online through the Dept. of Home Affairs. Australia does not need you to submit your passport, biometrics or hard copies of any financial documents. There is also no need for biometrics and a personal interview. 

Online Tourists Visas have a processing time of 15 days with a visa validity of around 12 months. 

Australia expects the number of Indian tourists to increase to half a million by 2020 and a million by 2025.

Are Australian visa changes addressing the skill shortage?

There have been two positive signals in recent times that the Australian Govt. is recognizing the impact skilled visas have on certain industries. 

First, the Australian Govt. has decided to overhaul the Skilled Occupation Lists. Second, the Global Talent Employer-Sponsored Visa Program has become a permanent affair. Both these initiatives are robust steps towards Australia’s future. 

However, the above changes do not address short-term skill challenges. Nor do they make hiring techies, one of the most in-demand professions, any easier.
